Introduction of the system
Information opening system is to publicly open information that is retained and managed by those public institutions including national and local government organizations for letting the nations understand what the government organizations are doing. Through the security of the nation’s right of knowing, this system is to lead the nation to participate to the national administration based on quantitative information.
This system has been accomplished since January 1, 1998 after the establishment and announcement of <Law on information opening of public institutions> in 1996.

Information opening system was created through great efforts, trials and errors based on this legal foundation. Thus the system gives a full service to the nation as a portal role in the open government who has ‘opening of needed information’ as a catchphrase.





Environmental analysis
All of the legally permissible information should be opened. Nation’s needed information should easily and accurately be perused.
At the time of construction the number of search target documents was 170 million service target contents and the numbers increased by time passes. And thus the extremely high abilities are required such as process capabilities of quantitative retrieval index and services, high functionality without loss of function, system flexibility and expendability of index system under the environmental changes, high reliability for safe service operation, and high usability for services to the entire nation.

These abilities are required because the previous retrieval engines use in the previous project could not have supported the quantitative index scales and the speed of retrieval and indexing were very slow. And the new system should resolve these problems for the smooth service to the nations.


Used Solutions
[IN2]DOR was selected by the ordering institutions considering the smooth retrieval service provision to the nation. Through quantitative references it was recognized to satisfy functions required by the information opening system and it was known that it guaranteed the flexibility of solution replacement.
[IN2]DOR SE v3.0 provides stable service due to the double construction for the integrated retrieval of MPAS’s information opening system. [IN2]DOR includes all the functions for the reliable operation of large system such as proprietary morpheme analyzer, document filter, query processor, index system and management tool, etc..

Construction Effect and Improvements
The functions that is provided by existing integrated search display were user friendly improved and the performance speed was improved by 30% in addition to functional improvement.
Latest search technologies including popular keywords, recent keywords and search by classification have been applied. Quantitative reference search capability, excellent stability and high usability are some of the technological area in addition to the functional area for the customers’ satisfaction.



Development Direction Afterwards
Semantic search that is one of the Saltlux’s strength and trend of recent search technology will be the development direction afterwards. Especially, in case of quantitative data with various characteristics FTR (Full Text Retrieval) technology could not provide information retrieval results at the level of users require.
As a way to resolve these requirements information opening system will do its key role as a portal that utilize knowledge not only the level of information opening through semantic classification of the provided results together with information retrieval.
